Keeley sent this link to me — isn't it fantabulous? I love the sash, obviously — what's not to love? I'm not as hipped on the bodice/neck/sleeves, but the sash makes up for any little quibbling doubts I might have had.
This is B38/W30 and is listed in the eBay store of Dorothea's Closet, for $157.
If I were going to make something like this, I'd try to figure out how to make interchangeable sashes; I'd want a bluey-green one, and a yallery-orange one, and even (for the height of sophistication) an oystery-gray/ivory one.
But, considering that my "to make" pile is growing exponentially, I won't get around to reverse-engineering it until about 2027. So you might as well buy it now. I'll come find you when I need it.
A Dress A Day 
I think that type of sash would look great with your popsicle dress. Make one in the blue/green and one in the yellow/orange. Change the sash to match your mood.

I’d never seen that use of “hipped” before; I knew it only as a synonym for “tired.” Oh, the untold benefits of reading blogs by lexicographers!

I love it. Love the circle, and the sash, and the shoulder buttons. And damn if there aren’t about ten more things at Dorothea’s closet that I was blown away by: the Claire McCardell purple plaid bias-skirted dress (with BIG POCKETS!); the magenta-bodiced swing dress; the purple knockout Ceil Chapman dress; the printed circle-skirt dress (with rhinestones! and released tucks!); the circus-print swing dress; and even that red dress with the dragon (though I could never wear it). Oh, and the 30s pajamas, please. Luckily they are all too far beyond my current budget to even consider – though most of them seem to be in really reasonable sizes too! Well, it cheers me up just to see them. I hope they all go to good homes!

I really like the idea of interchangeable sashes. It wouldn’t be too hard, I think: I would have those half circles fold out, revealing snaps attaching the sash, so that you snap your sash-du-jour in place, and then the circles fold back in, concealing the snaps. Fun! Think of the textures you could combine this way…

Thanks for the mention, Erin! I love this dress, wish it fit me. The mannequin really helped show off that circle treatment on the one side, and I LOVE the colors of the sash. I don’t sew but I think the idea of hiding snaps behind the circle to be able to switch out sash colors…brilliant!Ang

My thought about interchangeable sashes was similar to Celeste’s – make the half-circle shapes open with a loop sewn on each back, and loop the sashes around it and tie. That would let you use scarves or anything approximately the right size that catches your fancy.
